The investigation
Region, this is how the disloyal manager was "erased" after the arrest
The prosecutors have appealed for Teresi and Vetro: "There is a mafia aggravating factor." The boss of Favara intercepted: "Campaign funds to Tamajo and Iacolino."
Out of everything. A "clean slate" has erased Engineer Giancarlo Teresi from the organizational chart of the Sicilian Region. A bureaucratic avalanche, silent but no less effective, that began on the very day the judicial acts were underway. The super executive, arrested in the context of investigations that suggest a network of bribes and dangerous ties with boss and Freemason Carmelo Vetro from Favara, could count on total support from the Region until March 10, at least until his face ended up in the news with very serious accusations. On the same day, a note from the general director of the Department of Infrastructure was sent informing the Public Function that "the conditions provided for by art. 1, paragraph 165, of law no. 207 of December 30, 2024 regarding the retention in service of Ing. Giancarlo Teresi as per DDG no. 3668 of 08/19/2025 no longer exist, requesting the immediate revocation". The bureaucrat was deemed so important that he was kept in service until 2027, even though he could have already retired. Three days after this act, the cancellation of two specific contractual provisions was issued, retroactively effective from March 10, 2026: the first concerns the position at Area 4 "General Affairs", dated November 19, 2025, and the second pertains to the interim position at Service 5 "Urban and Housing Policies", dated February 18, 2026. Numbers, protocols, regulatory references, but never any mention of the investigations. Because guaranteeism comes first.
Meanwhile, the Palermo Prosecutor's Office, led by Maurizio de Lucia, has decided to appeal against the order of the investigating judge, who accepted the request for preventive measures against Teresi and Vetro but deemed that there were no grounds to contest the mafia aggravating factor. For the judge, the conviction for mafia already served by the boss from Favara is not sufficient. The investigating judge found that direct connections with the mafia association had not been demonstrated and that it had not been proven that the corrupt agreement would have "benefited" the clan. The investigation, coordinated by deputy prosecutor Vito Di Giorgio, uncovered a system of bribes in regional contracts. The now former regional official allegedly pocketed bribes in exchange for assistance given to Vetro's company in securing public works contracts. The prosecutor's appeal will be discussed by the Review Court on April 10. Next Monday, however, the defense appeals of Vetro and Teresi will be discussed, requesting their release.
On the same day, the Review Court will address the request for release of the 90,000 euros found in the home of the former manager of the Policlinico of Messina Salvatore Iacolino, who is under investigation in the case. Lawyers Giuseppe Di Peri and Arnaldo Faro have previewed the defense strategy: the money found in a safe was withdrawn from ATMs from their bank accounts and therefore would not be of illicit origin. Vetro has mentioned Iacolino many times, accused of external complicity with the mafia and aggravated corruption, while being wiretapped. It is the trojan in the cell phone of the boss from Favara that incriminates the bureaucrat, who is now awaiting a position at the Asp of Agrigento.
"Iacolino had his election campaign financed... he and Tamajo too, so, in the meantime, he has to do it... then if this favor is done for us... then we’ll see...," Vetro said. And to the entrepreneur Giovanni Aveni (also under investigation) he added: "But I am interested that he has to do what we ask him to do, period...". According to the prosecution, Iacolino would have "favored" Vetro's business activities, even introducing him to influential figures in the Region.
