Referendum, as of 12 PM the turnout is almost 15% nationwide: in Sicily it is at 10.3%

According to forecasts, voter turnout appears to be higher than initial estimates.

The final turnout figure at noon for the constitutional referendum on justice reform is 14.9%. This is according to the Eligendo website of the Ministry of the Interior. The next update will be made at 7 PM.

In Sicily, at 12 PM, 10.03% of those eligible to vote for the constitutional referendum on justice reform have voted. The highest turnout percentage is recorded in the province of Siracusa with 11%, followed by Palermo with 10.7% and Catania with 10.5%. In Sicily, 3,860,499 people are called to vote in 5,306 polling stations

Emilia-Romagna is the region with the highest turnout in the referendum. At 12 PM, 19.5% have voted, a figure significantly higher (about eight points above) compared to the regional elections of November 2024, when voting also took place on Sunday and Monday, and at 12 PM, 11.57% had voted, with a final turnout of 46.42%. The turnout is about five points higher than the national average.

The province with the highest voting turnout is Bologna (21.1%), followed by Ferrara (19.5%) and Ravenna (19.5%), but all provinces are well above the turnout of the regional elections.

The forecasts

Alessandro Amadori, psychologist, professor of Political Communication at the Catholic University of Milan and Scientific Director of Yoodata, has made a forecast on the final turnout figure based on the partial data: "With the turnout figure at 14.9 percent at noon today, according to the estimation model developed by Yoodata, it is likely that the final turnout at 3 PM tomorrow, March 23, 2026, will be around 60%. Voter participation seems to be greater than the initial hypotheses."
