Modica and the budget steadily balanced, the Pd: "The administration's immobility is unsustainable"

The Democratic Party of Modica, through its secretary Francesco Stornello, firmly intervenes to denounce the state of administrative paralysis and the purely propagandistic management of a financial crisis that is suffocating the present and future of the city.

The "Phantom Budget" and the Perpetual Provisional Exercise

Despite the Extraordinary Liquidation Commission (Osl) being appointed by decree on June 5, 2025, and the peremptory deadline of three months for the approval of the hypothesis of a structurally balanced budget having since expired, nine months after that appointment, and over a year since the declaration of insolvency, this fundamental act has not yet reached the City Council.

"The mayor - the Pd explains - continues to declare that the scheme would be 'ready for over a month', but the reality speaks of an entity forced to operate every month within the limits of the twelfths of the amounts provided in the 2022 budget. This absence of planning is not a mere technical detail: it is a total block to development, aggravated by the failure of the mirage of an amendment to the 'Milleproroghe', which has proven completely vain."

The truth about payments: commitments without coverage

The Administration continues to convey information that openly contradicts the official acts of the Osl, according to the Pd. While it is implied that it is still possible to submit new applications for admission to the passive mass, the documents certify that the deadlines (which expired in 2025 after a 30-day extension) have long since passed.

Furthermore, although Osl resolution no. 10 of March 3, 2026 establishes the criteria for transactions (60% for ordinary creditors and 100% for employees), the Municipality has not yet adopted the concrete measures provided for by Article 251 of the Tuel to obtain such sums. To date:

No plans for the alienation of available assets have been initiated.
No trace of the allocation of administrative surpluses or the contraction of specific loans.
Promising payments without activating the levers for liquidity is an act of profound irresponsibility towards businesses and citizens.

The final insult: the "self-exonerating" Inquiry Commission

"To this dismal picture - the Dems emphasize again - is added an intolerable political mockery. There is an attempt to assign the presidency of the inquiry commission on the insolvency to precisely those who, with their past administrative choices, contributed to creating the financial abyss. At the same time, there is an effort to exclude and silence councilor Ivana Castello, the only one who in these years has exercised rigorous oversight and denounced, often in solitude, the disaster now before everyone's eyes. It is a clumsy attempt to transform a control body into a tool of self-exoneration."

The requests of the Democratic Party

The secretary Francesco Stornello and the entire Pd of Modica ask that the Administration immediately cease this attitude of opacity and take responsibility:

Immediate presentation of the permanently balanced budget.
Implementation of measures to raise funds to honor debts to businesses and workers.
Total transparency regarding the inquiry commission, which must be led by those who have truly defended the entity and not by those who have undermined it.
"The people of Modica do not deserve propaganda, but concreteness, truth, and a dignified future," conclude the Pd.
