Contracts and poisons, the "discount" on environmental tests: "Just do two. I swear, they won't contest them."

"Just do two simple characterizations, don't stick to everything that is provided in the Ministerial Decree". The suggestion to bypass environmental regulations comes directly from a public official. Calcedonio Scianna, technical director of contracts for the port of Scicli-Donnalucata and the port of Balestrate, suggests the "trick" to Carmelo Vetro, the boss from Favara who, while going around with his cell phone - turned into a bug thanks to the trojan implanted by the judicial police at the request of the Dda of Palermo - has “dragged” into legal troubles the head of Infrastructure Giancarlo Teresi and also the health bureaucrat Salvatore Iacolino. Vetro and Teresi currently share the same judicial fate: the prison measure signed by the gip of Palermo who accepted the request of the prosecutors led by prosecutor Maurizio de Lucia.

Scianna, according to the investigative documents that La Sicilia was able to consult, would have acted as a "subordinate" to Teresi. He would have been a man of "trust and accomplice". Scianna, who is not under investigation it should be noted, also becomes the direct contact for Giovanni Aveni, the entrepreneur from Barcellona Pozzo di Gotto who ended up at the center of the investigations, and for Vetro himself. In fact, the boss from Favara calls Scianna when the surveyor of the company that was supposed to handle the dredging work at the port of Balestrate explains to him that the Port Authority of Palermo wants some checks before proceeding with the work. It is on March 25, 2025 when Vetro receives the call from Giovanni Di Vita of Ing Due srl (which is the company that won the contract in Balestrate): before revealing the problem, the surveyor clarifies that his name was provided to him by Scianna. And so Vetro immediately stands at attention and listens to the request: the port authority asks for the environmental characterization analyses consisting of the collection of nine samples plus the eco-toxicological analyses of the sediment as required by the Ministerial Decree 173. The two agree to meet the next day. And together they call Scianna "representing the complexity of the analyses to be carried out". And it is here that the public official advises violating the regulations and suggests "to do only a couple of simple characterizations and not to adhere to what is provided in the Ministerial Decree". Not considering all the “environmental” effects of the advice given. However, Vetro is worried about the possible consequences of the trick. But Scianna reassures him: "I swear they won't contest them". A few hours pass and the Favara mason calls the technical director saying that to obtain the results it will take at least ten days.

A time frame that could somehow change the management of contracts. In fact, Vetro asks Scianna to consider starting then in Scicli, another contract where there is the hand of the Agrigento boss. A change of course that finds the agreement of the regional official who, however, must first discuss it with Teresi. But can a released boss really afford to even suggest the schedule of regional contracts? Apparently, yes.
