Pensions, one more month starting in 2027 and three months starting in 2028: some categories exempted
Special rules provided for fully contributory taxpayers and for the armed forces
Starting in 2027, it will take one more month to retire, while from 2028, the additional months compared to the current ones will be three, but some categories will be excluded from the increase in requirements, starting with those who perform arduous and heavy work. The Inps has clarified the changes introduced by the Budget Law in a circular, which states that the automatic increase linked to the increase in life expectancy in 2027 will be reduced to just one month and that the entire quarter of addition will only take effect in 2028.
In practice, to retire at old age in 2027, one will need to have reached 67 years and one month of age, while to retire early, it will require 42 years and 11 months of contributions for men and 41 years and 11 months for women. The early retirement benefit will begin three months after meeting these requirements.
Those who are entirely in the contribution system and have not reached at least 20 years of contributions (but have at least 5) will retire at 71 years and one month of age. It will be possible for those who are entirely contributory to retire early, provided they have accrued a pension benefit equal to at least three times the social allowance, at 64 years and one month in 2027 and at 64 years and three months in 2028. The requirements may still change in 2029 based on the variation in life expectancy.
Those engaged in particularly arduous and heavy work (night workers, shift workers, etc.) and who have at least 30 years of contributions are excluded from the increase in requirements set for 2027/28 if they have performed these activities for at least six years out of the last seven or for at least half of their working life. They will still be able to retire at 66 years and seven months of age.
For construction workers, heavy vehicle operators, environmental operators, nursery and preschool teachers, and other heavy jobs as defined by law 205/2017, it is necessary to have at least six years in the last seven or seven in the last ten in these activities. They will still be able to retire in 2027/28 at 67 years old.
The increase in retirement requirements does not apply to early workers, that is, those who have at least one year of contributions paid before the age of 19 if engaged in a heavy or particularly strenuous and demanding job. If not engaged in a heavy or demanding activity but in a situation of difficulty (caregivers, unemployment, etc.), they will be able to retire with 41 years and one month in 2027 and with 41 years and three months in 2028. The increase in requirements also does not apply to individuals who, at the time of retirement, benefit from the social APE. There are lower increases than those currently in place in the mandatory general insurance. For the military personnel of the Armed Forces, including the Carabinieri, the Guardia di Finanza, as well as for the personnel of the civil police and the National Fire Corps, there will be one month for 2028, an additional month for the year 2029, and an additional month starting from 2030.
From the Democratic Party, there is concern about the additional month for access to retirement starting next year. "They had promised to abolish the Fornero law - says Marco Sarracino - instead, conditions worsen for workers".
