Upon the proposal of the Administration, on Tuesday, March 24, the City Council of Ragusa unanimously approved the regulation for the facilitated definition of municipal revenues, both tax and property, adopting the provision set forth by the 2026 State Budget Law.

The measure applies to:

local taxes (IMU, TARI, tourist tax) arising from executive acts issued by December 31, 2025;

local taxes resulting from non-executive acts with positions accrued by December 31, 2025;

municipal property revenues (water, single property fee) coming from executive acts issued by December 31, 2025;

rental fees related to the entity's properties and fees for municipal nurseries, from executive titles or otherwise accrued by December 31, 2025.

The facilitated definition provides for:

elimination of interest and penalties on issued executive acts;

inclusion of all items arising from executive titles and credits accrued until December 31, 2025;

possibility of installment payments with the application of the current legal interest rate.

To participate, it is necessary to submit the application (Annex A) to the Protocol Office, by hand, via PEC to the address protocollo@pec.comune.ragusa.it, or via email to ufficio.protocollo@comune.ragusa.it.

Within 15 working days from the receipt of the application (model A), the Tax Office will inform the applicant of any admission and the amount due.

The taxpayer, within the following 15 days, must confirm participation using the appropriate form (model B), indicating whether they intend to pay in a single payment or in installments; in the latter case, interest at the legal rate will be applied by law.

From March 27, 2026, the approved regulation and the forms A (application) and B (acceptance) will be available on the portal www.comune.ragusa.it. The deadline for participating in the procedure will commence from this publication and will last 60 days.

"Once again – declares Mayor Peppe Cassiwe are moving in the direction of meeting the citizens, convinced that the Municipality and its Tax Department are not just a mere collector that only looks at the numbers but a group made up of reasonable people, who do their job always keeping in mind the relationship with the citizen. It is a vision perhaps far from the traditional one but we are convinced, especially in a community made up of honest and responsible people, that it can bring greater benefits. Giving the opportunity to regularize one's position is often more fruitful than acting rigidly."

"It is an opportunity – continues Tax Assessor Giovanni Iacono – for citizens who for any reason have not been able to fulfill their tax and/or asset obligations. The Municipality of Ragusa has taken advantage of the authority given to municipalities to use the tool of facilitated settlement and to regulate and govern its functioning. We could have only reduced penalties or only reduced interest, but we have instead chosen the elimination of penalties and interest, in line with the relationship established with Citizens over these 8 years with regulatory changes that have extended the possibilities for direct management by the Municipality (previously Lamco), friendly notice, voluntary disclosure, installments up to 72 payments, new premises and services also through patronage, online bookings, and web services.
