Victory, fight against low-wage work and contractual dumping
The Municipality and the Cgil initiate the process for a territorial memorandum of understanding.

The Municipality of Vittoria and the Cgil are starting a shared path to combat low-wage work and contract dumping in the area.
During a bilateral meeting held in the Quarto Stato room of Palazzo Iacono, the municipal administration and union representatives opened an institutional dialogue aimed at defining common tools to protect work quality and contractual legality.
The meeting was attended by the deputy mayor responsible for Labor Policies, Giuseppe Fiorellini, and the Cgil of Ragusa, represented by the general secretary Giuseppe Roccuzzo and the confederal secretary Francesco Pisana.
The initiative originates from the evidence that emerged during the hearing of general secretary Roccuzzo at the CNEL on February 27, where particularly alarming data was presented: an estimated average wage loss of about 5,000 euros per year per worker, caused by the adoption of pirate contracts and the improper use of anomalous contractual codes.
“These numbers do not only represent an economic figure, but a real social emergency that impoverishes the territory and distorts competition among businesses – stated Deputy Mayor Giuseppe Fiorellini.”
The municipal administration intends to take an active role in a shared path aimed at affirming justice and quality in labor dynamics. The goal is to create conditions so that Vittoria can stand out for fair and qualified working relationships, continuing the path already initiated on the front of corporate welfare and the protection of workers.
In this direction, the municipal administration also intends to promote and enhance the virtuous companies in the area through the establishment of a specific recognition dedicated to companies that stand out for contractual correctness, work quality, and respect for workers' rights.
During the meeting, the need to transform the analysis of the phenomenon into a concrete institutional action was shared by defining a Territorial Memorandum of Understanding that involves institutions, control bodies, and social partners, with the aim of promoting legality, dignified employment, and combating undeclared work and precariousness, particularly in contracts.
“The report on contractual dumping in the province of Ragusa provides an alarming picture in terms of wage loss and overall impoverishment of the territory – stated the General Secretary of the CGIL Giuseppe Roccuzzo.”
“The protocol must represent a concrete tool for labor protection and the promotion of decent and secure employment. We appreciate the availability of the Municipality of Vittoria, which confirms its role as a fundamental interlocutor in a civil rights battle for the dignity of work.”
The meeting marks the official start of a territorial collaboration aimed at building an effective barrier against poor work and precariousness, with the intent to promote in Vittoria a development model based on employment quality and legality.
“The dignity of work is an administrative and social priority – commented the Mayor Francesco Aiello –. Countering contractual dumping means defending the rights of workers and supporting healthy businesses. As an Administration, we intend to build, together with social partners, a stable path based on clear rules, equity and responsibility, so that Vittoria becomes a reference point for development based on social justice and employment quality.”
Municipality and CGIL have agreed to continue discussions in the coming weeks to define the contents and operational tools of the territorial Memorandum of Understanding.
